It is illegal to ride an e-scooter on a public road, cycle path or pavement, and scooters MUST not be supplied for any Urban environment or public spaces such as pavements, roads, cycle paths or parks.
Criminal offences can in many circumstances be committed by people “causing or permitting” the use of vehicles in breach of the statutory requirement, as well as by users themselves (for example sections 87 and 143, Road Traffic Act 1988). Illegal use of an e-scooter can lead to a fine, penalty points on the users driving licence, and the e-scooter could be seized or impounded.
